EV Training Guide
What are EVs you ask? EV is short for Effort Value. You get effort values every time you gain experience from a Pokémon. For every 4 EV points you have in a particular stat, you gain one extra point in that stat at level 100. e.g. let’s say for our purposes that if you got a Magikarp to level 100 using just Rare Candies, thus gaining no EVs, you would have an Attack of 60. However if you had the same Magikarp gain 4 EVs in Attack, once he is level 100 he would have an Attack of 61, instead of an Attack of 60.
In all statistics combined, you may have a total of 510 Evs. This means you can gain up to 127 points overall. In each individual statistic however, you may only have 255 EVs (Though you will only gain stat points up to 252 EVs). This means you can gain up to 63 extra points, in any given statistic.
A common EV Spread is 252/252/4 (which gives you 63/63/1 extra stat points) however many things are EV'd in a more precise spread to satisfy the requirements needed on that Pokémon.
On Pokemonium, EV training is much harder, and much simpler than in the Gameboy games. If you want to max out your EVs in a certain stat, you'll have to get 252 EVs in that stat without any held items or POKERUS infections. This means that if you want to max out your HP EVs, you'll have to fight 252 Woopers, or 252 of something else that gives 1 HP EV, or 126 of something that gives 2 HP EVs (like a Quagsire). Unfortunately, most things that you can find in any frequency will give not 2, but rather 1 EV in their stat.
I've noticed that many players will trip up while EV training and mess up their Pokemon's stats. The most important thing to remember when EV training is that you HAVE TO COUNT YOUR EVs AFTER KNOCKING OUT EVERY POKEMON! This can not be stressed enough. If you are not counting the EVs and keeping track everytime you KO a Pokemon, you will mess up your Pokemon's EV spread almost every time. At the bottom, I will post links to counters that you can use to help keep track of your EVs. I also strongly suggest that you calculate your Pokemon's IVs with an IV calc (also posted below). This way, if you ever happen to lose track of forget how many EVs you have, I can usually figure out how many EVs you have by looking at the IVs and stats.
Now admittedly; some people will not want to do this at all. It is hard and it is time consuming. But some people will, and for that reason I have made this guide which gives, hopefully, the best locations in the current game to EV training in each stat, as well as a number of locations for EV training two stats at the same time. It also provides a (theoretically) helpful list of every Pokémon in the game, organized by EVs given.
NOTE: Upon investigation, I found that it is possible to EV train Pokemon at lv100. This is very helpful for players who trained this Pokemon to 100 before 1.4.0 and before EVs were implemented. All you have to do is EV train as you would for any other Pokemon and then 'level up' (you will simply go back to lv100). This will update your stats with the EVs you've gained. I strongly urge everyone who attempts this to do their best to remember if they have battled any wild Pokemon after 1.4.0 was released. If you have battled any wild Pokemon, there is a huge chance that your Pokemon will not be able to gain all the EVs that it could.

Places to do HP EV Training
Kanto:
In Kanto, the best and easiest place to train would be Viridian Forrest where there is an abundance of Caterpie. You could also go to Route 1 during the night and train on the HootHoot but you’ll be running into many Rattata as well. Other places in Kanto have too many other types of Pokemon for you to EV train efficiently. I suggest going to Johto if your trainer level is 25 or above for HP EV training.
Johto:
One of the best places for HP EVs would be just inside Union cave, in the first little pool of water by the north entrance. Here, you can fight Woopers for 1 EV and Quagsire (at about 40% encounter rate) for 2 EVs. They will be level 15-24. This location goes slightly quicker than the Slowpoke well (listed below) because the Quagsire give 2 HP EVs instead of just one, and it is closer to a Poke center.
Another very good place to get HP EVs in the current game is inside the slowpoke well in Azalea Town. Go there, surf on the water, and you shouldn't encounter anything but slowpokes from level 15-24, with the occasional higher level Slowbro. These guys give 1 and 2 HP EVs, respectively.
If you want to max out both your Sp. Def EVs and your HP EVs, you wouldn't find a better place than the ocean on east side of the Route between Union cave and Violet City, where you can surf to find Tentacool/Tentacruel for Sp. Def EVs and Wooper/Quagsire for HP EVs. If you surf towards the bottom of this water, you will have the advantage of a very close Poke center, the same one that you would use to EV training inside of union cave.
If you can't surf but you are EV training, your best shot would probably be fighting Hoothoot in the starting area, or fighting Noctowl below the Lake of Rage. I absolutely do not recommend either of these locations. You will go insane.
Hoenn:
The best place to EV train for HP in Hoenn would be on route 114 just west of Fallarbor Town. In the small ponds, there are nothing but Marill happily floating and will give 2 HP EVs upon defeat. The Pokemon Center is pretty close so you shouldn't have to walk too far to get there. Marill are also great to grind on because they drop the TM for Surf which is a great move for special attacking water types. This route is also close to other spots that are perfect for EV training other stats.
If you don't want to go that far out in Hoenn, you can easily stop by Rusturf Tunnel. You will only find Whismurr here for 1 HP EV. The encounter rate isn't as high as other cave-dwelling Pokemon but it still suffices. If you stay on the east end of the tunnel, you can come out and heal at the Pokemon Center in Verdanturf Town right next to the entrance.
Sinnoh:
The first place on the list in Sinnoh is route 201, right above Twinleaf Town. Here you will find Bidoof about half of the time while having to run away from Starly the other half. Bidoof give 1 HP EV. I honestly would not recommend EV training here. If the 50% of having to run doesn't sound good enough, the other 50% of time will be spent having to look at Bidoof's ugly face for about 10 seconds per fight....not something I can stand.
Thank goodness that Wooper saves the day again! Your best bet in Sinnoh will be in the southern part of route 212 between Hearthome City and Pastoria City. Surfing is required but you wouldn't be in Sinnoh if your trainer level wasn't high enough to surf anyway. The Wooper here are 90% common.

Places to do Attack EV Training
Kanto:
Route 22 is the best place to train for Attack in Kanto. The Mankey are fairly common here Spearow are also found here so you can train Attack and Speed at the same time.
Route 4 is also a viable place to train Attack and Speed but you’ll be finding more Rattata and Spearow here than Mankey and Ekans.
Route 5, 6, and 25 are all good places to train on Bellsprout. All of these spots also house Pidgey or Meowth which makes these spots great for Attack and Speed. However these spots are like Route 4 where you are more likely to find the Pokémon that yield Speed EVs instead of Attack Evs.
For the more advanced trainers, who want to quickly level up while EV training—which isn’t exactly recommended—Victory Road also serves as a great place to train your Attack. Here, Machop will give a single Attack EV while Machoke, Primape, and Arbok all give 2 Attack EVs.
Johto:
The best place to train for Attack EVs is right under Mt. Mortar. if you surf for Goldeens below the closed-off Mt. Mortar, you will do pretty well. Very rarely, you might also find a Seaking in the same location, which gives 2 points rather than just one. The encounter rate for Goldeens and Seakings here is somewhat annoyingly low, but all the same this is the best place to EV train Attack, and works well when you are multi-tasking.
Or you can go to Tojho Falls where there are many goldeen and seaking
if you want to raise Attack and Speed EVs at the same time, go to the ice path. Swinub will raise Attack, while everything else except Jynx will raise Speed, and you will only have to run away from the rare Jynx. The main frustration with the Ice Path is that, like the Goldeen pond, the Ice Path has a fairly low rate of encounter. You'll likely be doing more walking than fighting here. Route 26 is also useful for Attack and Speed since radiate, who gives 2 Speed EVs, is also abundant there.
Another decent place to do Attack EV training is the grass patch just south of Blackthorn City. There, you can get EVs off of Teddiursa, and Donphan if you don't mind his Defense point as well. If you are doing both Attack and Defense training, this is a great place to go. However, you'll get quite a bit more Defense than Attack here, unless you keep careful track and run away from some of the geodudes and gravelers. I do not recommend this place since there are better places and it is a hassle to get here.
Mt. Silver is the best spot to EV train attack if you are strong enough to take down lv30s-40s in one hit. In the water within the mountain you will find nothing but Seaking. Very rarely will you run into a Goldeen which makes this place ideal for fast paced EV training.
Hoenn:
The first place you should go when EV training attack in the Hoenn region is Mt. Pyre. You will only find Shuppet in there who will each give you 1 Attack EV. I have not checked yet, but there should be someone inside who will heal your Pokemon just like in the Pokemon Tower in Lavendar Town. If not, then I suggest you stock up on Escape Ropes so you can be transported back to Lilycove to heal.
Route 114 is a great place to EV train attack as well. You will find yourself running into Zangoose and Nuzleaf who will both yield 2 Attack EVs a piece! Selviper gives 1 Attack EV but also gives 1 Special Attack EV so you'll probably have to run from it unless you're EV training both Attack and Special Attack.
Meteor Falls, accessible from route 114 houses Solrock who will give you 2 Attack EVs. On the land, Solrock is found 50% of the time while Lunatone is found the other 50%. In the water, Solrock is found at about 10% but can be used to EV train both Speed and Attack for with Golbat for physical sweepers (see below).
Sinnoh:
The Shinx in route 202 are fairly common and give 1 Attack EV. Its easily available but not the place I would recommend for EV training.
Route 212 has a little more success as it has both Kricketune and Bibarel who will both give 2 Attack EVs. There are a lot of other Pokemon here though so I don't think its worth the walk to Hearthome or Pastoria City to heal.
The best place in Sinnoh however is at Acuity Lakefront. This route is just west of Snowpoint City where you can just take a boat to. The Lakefront has Snover and Swinub that give 1 Attack EV and also Sneasel who gives 1 Speed EV. This place is perfect for physical sweepers! The Pokecenter in Snowpoint is just a little walk away so EV training here is very easy. Try to make sure you're training during the day though: you'll start to see more Snover at nighttime.

Places to do Defense EV Training
For a comparably shorter list, Defense offers many better locations than Attack for EV training.
Kanto:
Mt. Moon is a great place to EV train Defense in Kanto. You will find an annoying amount of Geodude (along with Zubat which you will have to run from). There is a Pokecenter right outside of the cave so you can easily go out and train and come back to heal quickly.
Rock Tunnel also houses many Geodude as well as Onix and Graveler which will give 2 EV points. Like Mt. Moon, there is a Pokecenter right outside of the north entrance and Lavender Town is outside the southern entrance so training shouldn’t be hard at all.
The Pokémon Mansion on Cinnabar Island, despite being a bit out of the way, is a decent place for Defense EV training. The Koffing give 1 EV while the Weezing give 2. The bright side is that the run down mansion is on the island and close to the Pokecenter.
Victory Road is a great place to EV train Defense as it houses Onix and Geodude for 1 EV and Sandslash, Graveler, and Marowak for 2. The annoying part is that you have to make your way through the entire cave to get close to a Pokecenter and it is usually far from where any other player would be.
The best place to EV train Defense hands down is the Tangela patch right under Pallet Town. The patch requires Surf to get there but Professor Oak will heal your team and is only a few feet away from the patch.
Johto:
Probably the best places in Johto to do Defense EV training is Union Cave. In Union cave, you can fight Sandshrew and Geodude, as well as the rare Onix, while running away from Zubat, Rattata and Wooper. However, the Sandshrews and Geodudes are so common that you'll be getting Defense points rather quick, and the rate of encounter in this cave is pleasantly high. The levels of the mobs are also very low, meaning that you can cram a lot of Defense points into only a few levels if, for whatever reason, you are EV training at the last minute. Finally, there is a Pokecenter right outside of the north entrance of the cave, which cuts the time you spend walking back and forth considerably. The only problem with this location is that encounters come so frequently that you might accidentally kill a Zubat or two. However, this could actually be a plus if, for whatever reason, you were training Defense and Speed at the same time.
If you don't like caves, you can also use the grass patch south of Blackthorn to boost Defense EVs. There, you can get 1 point from Geodude and Gligar and 2 from Graveler and the rare Skarmory. If you are also doing Attack EV training, you can fight Teddiursa for Attack and Donphan for both Defense and Attack. As I mentioned above, this is the best place to do Defense training if you want to get some Attack EVs in as a bonus. Again, the Pokecenter is very close, but not as close as the one just outside of Union Cave.
Looking to train in an old rotten house? Look no further than the burned tower above Ecruteak! You'll be fighting only Koffing and Weezing there. This is a great place to raise Defense and Speed at the same time by fighting Rattata, Koffing and Weezing. You can also look for a rare Magma while you EV train here. And of course, because this one is in a city, the Pokecenter is very close.
Hoenn:
Defense EV training in Hoenn is both easy and difficult at the same time. The only decent place to train is in Petalburg Woods. There you can search for Silcoon and Cascoon for 2 Defense EVs. These Pokemon aren't the most common so you'll be spending more time running from Pokemon such as Wurmple, Shroomish, and Tailow than actually EV training.
Sinnoh:
Oreburg Gate and Oreburg Mine both house Geodude and Onix for 1 Defense EV. The Pokemon are pretty common encounter wise and are the only Pokemon available. Oreburg Gate is literally due west of the city (its acts as the door to the city) while the mines are in the southern part of the city so healing at Pokecenter makes training here easy. The Ruin Maniac cave are similar in that it houses Hippoppatas and Geodude for a single Defense EV. There are the only ones there but the closes heal spot is in Veilstone City which is a bit of a walk.
Iron Island, on the other hand, is not worth the walk. You will almost always run into Graveler for 2 Defense EVs, Onix for 1, and Steelix for 2. The island is pretty secluded though and there isn't anywhere to heal on the island. Instead, you need to go back to Canaclave City to heal which means you're spending 20k per round trip.

Places to do Special Attack EV Training
Kanto:
The Pokémon Tower is by far the best place to EV train Special Attack in the game. There is nothing but Gastly and the occasional Haunter for 1 and 2 Special Attack EVs, respectively. On the 4th floor, one of the maidens will heal your Pokémon for you so you can freely train without having to worry about having to walk to a Pokecenter.
If you’re not a fan of creepy graveyard towers or your Pokémon only know normal-type moves, you can either go to Route 5, 6, 7, 24, or 25 and train on the Oddish that are found there.
Route 12 also has Oddish but also has Gloom which gives 2 Special Attack EVs.
Johto:
The psyduck pond above Goldenrod City is by far the best place to train Special Attack EVs. But how do you get there? First, go to the Route north of Goldenrod City. On the left of the screen is a pond that you can access by going to the top of the Route, going to the left past a juggler, and going back down south through the grass. In this pond, there is nothing but Psyduck from level 15-24, with the occasional Golduck as well. The encounter rate here is not as high as it is in Union Cave or the Poliwag Pond (see Speed below), but it is also not as low as it is in the Goldeen Pond. The only major disadvantage of this location is that you will have to walk all the way back up and down every time you want to go back and refresh your PP at the Pokecenter. Offset this somewhat by bringing a Pokémon with a lot Attack PP and shadow-leveling the Pokémon you are EV training.
If you want to raise a Pokémon’s Speed as well as its Special Attack, you might prefer to go to the sprout tower and fight Gastlies and Rattata there at the same time. You will get more Speed than Special Attack here, so when you finish the Speed portion of the training you might want to move to the psyduck pond and finish your Special Attack there. The Pokémon’s levels here are very low, so if you need to do a lot of Special Attack at once, this is a great place to go. However, like in many other places, the encounter rate is somewhat low.
Hoenn:
Unfortunately, there aren't any consistent EV training spots for Special Attack in the Hoenn region. Your best bet is Meteor Falls and even that will only get you a Lunatone 50% of the time for 2 Special Attack EVs. If you are wanting to EV train for Special Attack, I would suggest staying in Kanto's Pokemon Tower where it is much easier.
Sinnoh:
Luckily enough, Sinnoh makes up for Hoenn's lack of Special Attack spots by giving us a few really good spots! Old Chateau is a lot like the Pokemon Tower in Kanto in that it only houses Gastly with the occasional Haunter for 2 EVs and Gengar for 3 EVs! The downside is that there is no immediate heal spot so you will have to walk east to Eterna City to heal.

Places to do Special Defense EV Training
Kanto:
Your best bet for Special Defense training is Route 21. Here you will find nothing but Tentacool and Tentacruel which give 1 and 2 Special Defense EVs, respectively. On that note, most ocean Routes make great places to EV train Special Defense because you will normally only find Tentacool or Tentacruel.
If you are not able to surf yet, you can also go to Route 12 and 13 and fight the Venonat. The Venonat aren’t as common as one would like though so you’re probably better off just getting your trainer level to 25 and then setting out to the sea!
Johto:
The best place for Special Defense EVs is the ocean between Cianwood City and Olivine City. There, you will encounter nothing but Tentacool and the occasional Mantine/Tentacruel. Tentacool will give you 1 EV, while Tentacruel and Mantine will both give you 2. I would suggest surfing right next to the Olivine Pokecenter at the very beginning, or the Cianwood Pokecenter at the very end, but if you get bored you could go back and forth between the two. Just be sure to watch out for the trainers! The encounter rate here is medium, but not so excruciating that you will find yourself counting the steps between each encounter.
As I mentioned above, if you want to do HP EVs and SP DEF EVs at the same time, you can surf off the coast between Violet City and Union Cave for Tentacool/Tentacruel and Wooper/Quagsire, with a Pokecenter nearby.
Hoenn:
Once again, Tentacool will be your best friend. Slateport City is one of the starting areas in Hoenn and also a very easy place to EV train Sp.Def. The water has very common Tentacool and there is a Pokecenter steps away. Route 103 is also a nice spot since you can just heal at Oldale Town due south. Mosdeep, Dewford, and Lilycove all have Tentacool just out on their shores as well.
Sinnoh:
Surfing at Pastoria City or Canaclace City are the easiest places to EV train as the Tentacool are also found here and there are Pokecenters close by. You could also travel to Valley Windworks, Fuego Ironworks, or Iron Island for the same effect without the heal spot close by.
Encase you haven't noticed, you can pretty much just surf anywhere in the Pokemon World and will run into Tentacool or Tentacruel. If you can surf, you can easily EV train Special Defense.

Places to do Speed EV Training
In my opinion, EV training Speed is among the easiest of all the stats because most of the Pokémon that give Speed EVs are annoyingly common in the game.
Kanto:
One word: Zubat! Mt. Moon is a great place to EV train Speed because you will find nothing but Zubat every 2 steps. As annoying as Zubat are, their commonness will make EV training super-fast.
Diglett Cave is also a great place to EV train Speed in the same way Mt. Moon is; the Diglett are super common almost to a fault. The Diglett give 1 Speed EV while the rare Dugtrio will give 2.
The Power Plant on Route 10 is also an acceptable place to train. Voltorb will give 1 Speed EV while Pikachu and Electabuzz will give 2. The Magnemite and Magneton make this a great place to train both Speed and Special Attack as they give 1 and 2 Special Attack EVs, respectively.
Johto:
With the new 1.5 update and the graphical update, the pond in Ecruteak City is no longer there. As a result, Johto has lost its honor of having the easiest place to EV train for Speed.
The pond right next to the entrance of Mt. Silver, however, has an abundance of Poliwag and Poliwhirl. However these Pokemon are fairly high leveled and I don't recommend EV training here until you can easily take them out int one hit (by them you should be done with EV training anyways).
A lot of people do Speed EV training via Magikarp slaying in the Lake of Rage or the Dragon Cave. If you want to look for Gyarados or Horsea while you are training, these can be decent locations, but if not you will be better off EV training at one of the Poliwag ponds. The Poliwag ponds are closer to Pokecenter, so you save a lot of time walking back and forth. They also have more common encounter rates.
As I said above, you can raise Speed and Defense at the same time by training in either Union Cave or the Burned Tower. See the Defense section for more details.
If you want to raise Attack and Speed EVs at the same time, go to the ice path. Swinub will raise Attack, while everything else except Jynx will raise Speed, and you will only have to run away from the rare Jynx (or just catch it).
You can raise your Special Attack and Speed EVs at the same time by fighting Gastly and Rattata in the sprout tower north of Violet City. See the Special Attack section for more details.
Hoenn:
Route 104 right next to Petalburg City makes for a very easy spot to EV train Speed. You'll find Zigzagoon, Tailow, and Wingull who will all give you 1 EV.
Route 118 also works as you will run into the same Pokemon as above but with the added bonus of finding Linoon and Manetric who give 2 Speed EVs!
In my opinion, Meteor Falls comes in again as an extremely useful place to EV train. For some reason, you'll find nothing but Golbat in the water and they give 2 Speed EVs. This makes training super easy as long as you are not training a grass type (they like to use Wing Attack and Poison Sting a lot). The levels vary from 32 all the way down to 5....I'm not sure why but I won't complain. As stated above, you do have a small chance of running into Solrock/Lunatone on the water as well which makes this the perfect place to train both special and physical sweepers.
Sinnoh:
Route 201 is an easy place to get to and has Starly who will give you 1 EV point. 50% of the time, you'll have to suffer running into Bidoof who are usually useless when it comes to Speed EV training (and useless when it comes to everything else as well).
Trophy Garden on the other hand provides a lot of Pokemon for EV training. The garden is found inside of Mr. Backlots Mansion right under Hearthome City. Here you will find Pichu and Starly for 1 Speed EV and Pikachu and Staravia for 2. Roselia is also found here so this place is perfect for EV training special sweepers. The downside is that you have to walk through the Mansion, through Mr. Backlots's annoyingly long front lawn, and into Hearthome to heal.

An online counter for keeping track of your EVs. Hit the '+' button every time you KO a Pokemon that gives one EV and twice for every time you KO a Pokemon that gives 2 EVs. This method will be difficult if you are EV training on Pokemon that give 2 separate EVs in different stats.
